4-Way Stop Intersections

Is this diagram hard to understand?

I don't think so...

Everyday on my way home from work I am forced to use a 4-way stop that gets backed up due to rush-hour traffic. Everyday I follow the simple procedure of waiting my turn at the 4-way stop. But only some days does this simply method work as its intended to.

It's sad really, people either are too lazy, too frustrated or simple don't understand a 4-way stop intersection.

I earned my drivers licenses in New York where it is mandatory to take driving courses both written and with an instructor. Now, I don't know what the policy is currently in Texas but my friends tell me when they acquired there licenses they simply had to parents fill out some paperwork and they magically received a licenses. Maybe this could be part of the unaware driving society here in North Texas? I don't know...
